afaik, this did never happen.  
It may happen that there is some delay because an arbitrator is unavailable (travelling etc), but as soon as he sees your message or that he is pinged, he will recontact you.  
There may also be some delay on the week-ends, arbitrators are not present 24/7/365.

Without a trade ID, arbitrators can’t do anything.

@keo got back to me and resolved the issue. He had to close the dispute again.
