# BTC TO Western union etc?

So i’m just trying to look for a new alternative since now Poloniex is going to change.  
& Coinbase being fuged by USA law Taxes etc.  
i’m still trying to understand bisq, so if i were to sell btc for USD/Euro, with Western union .  
can the person just chargeback?
