My account was on the .1 trade limit for a new account using ACH payments. I selected “increase trade limits” and set it to 1 instead of .1. This resulted in my max trade being reduced down to .0624BTC ? And it won’t change again now no matter what I select under limits or even if I deselect “increase trade limits”

That opt in limit is general, affects only altcoins which are the less risky payment methods.
Every payment method has its own limit based on the overall 0.5 BTC limit, which was recently [reduced via DAO voting](https://github.com/bisq-network/proposals/issues/467), and now many fiat payment methods have a limit of 0.0624 BTC.

I see. Can this limit ever be raised or is it permanent?

It is rather likely to be further decreased in the future, as btc price increases

As you can see in github, is more an adjustment than an actual reduction.
