If you have Bitcoin Core locally running please be sure that it NOT running in pruned mode. That will not be well supported with BitcoinJ and it is likely that you miss transactions.
Also if you have Bitcoin Core locally running be sure that it is fully synced before starting Bisq.
Any other Bitcoin implementation running locally might also cause problems.
