I am brand new here…When trying to buy BTC I have two options…using Bisq wallet orf external wallet…Since I dont have a bisq one…what kind of external wallet can I use?
Is the QR code to scan to be scanned from the external wallet?

Yes, pretty much. You can just send the exact amount to the provided address and as soon as the transaction is noticed by the network you can accept the trade and proceed.
