How Does This Work With Banks Without Wire Fees?

Can I get a brief explanation on how and who fiat bank transfers are sent and received without any wire fees? If Alice is in the United States and Bob is is Germany, does Alice’s bank have to make an international transfer from US to Germany?

There will be wire fees on a wire from US to germany… it’s the user’s responsibility to search for a trade that best suits his needs, i.e. has lower fees, is faster ,etc.

There is no option for international payment because the fees are usually way too high.
