Strike Limit 1K, But Plenty of Offers Above Limit

I noticed that bisq says not to do trades above 1K. “The maximum trade size is $1,000 maximum per payment. If you trade over the above limits your trade might be cancelled and there could be a penalty.”

So why do I always see plenty of offers above that limit? Could anyone explain this? I wouldn’t want any penalties or cancellations, but it would be nice to accept some of those larger offers I see.

Could per payment mean, if you accept offer for say 1500, you would have to send two cash payments of 750, or 1 at 1K and 1 at 500? Or does the 1 payment mean, per offer total?

It seems that it’s possible to raise those limits. Although it’s not ideal, some traders do send a couple payments to be able to get higher offers and their peers don’t tend to complain (open mediation) much.
