I was forced to download the latest Bisq release.
I have and this is what I’m being told:
“This App can’t run on your PC. To find a version for your PC, check with the software publisher”
Can someone advise me please? 
I would like to see what version exactly did you download, just in case it’s just a silly confusion.
The idea I have is that maybe you need to give Windows some kind of permission, but I don’t know what can have changed since last version that Windows now fails to install.
It’s Bisq 1.9.8.exe
